Watching can be more casual and may not involve as much intentional focus as observing. **

In the world of Harry Potter, sending a Portkey as a package would not have been a feasible option. Portkeys are objects that have been specifically enchanted to transport individuals to a predetermined location at a predetermined time. Creating a Portkey requires magical expertise and authorization from the Ministry of Magic. Additionally, the plot of the Goblet of Fire revolves around the Triwizard Tournament and the challenges that Harry faces, so sending him a Portkey as a package would have bypassed the central conflict and storyline of the book. **
